辽宁自贸试验区大连片区再推20项创新案例目前已有12项案例在全省复制推广  7月14日,记者从中国(辽宁)自由贸易试验区大连片区了解到,继2017年推出20项制度创新案例之后,今年上半年大连片区又通过总结评估推出20项创新案例。 截至目前,大连片区累计向商务部上报创新案例26项,其中12项创新案例在全省复制推广。   在大连片区推出的第二批20项创新案例中,金融创新令人瞩目。 工商银行大连分行、建设银行大连分行、中国银行大连分行等金融部门主动争取上级部门的支持,推出7项金融创新案例,使金融更好地服务于实体经济。 其中,中国银行大连分行设立全国唯一船舶航运专业性融资中心,有力提升了大连片区航运金融中心功能;工商银行大连分行创新跨境融资服务方式,通过提供跨境风险参贷融资方式,为多家企业办理跨境本外币风险参贷业务,累计办理业务量超6亿元;建设银行大连分行为中国华粮物流集团北良有限公司量身打造了“通港达”供应链融资服务,打破了粮食流通中转的资金瓶颈,丰富了港口融资模式。

  与此同时,大连片区围绕港口经济和贸易便利化这一重点领域,向纵深探索改革,向“系统集成”转换,新推出9项提升贸易便利化水平创新案例,包括“检企集控”检验检疫快速验放、“监管流程再造+共同检验”监管、创新推动粮食国际中转贸易发展等。

  持续深入推动“放管服”改革,大连片区新推出了社会投资房建及市政工程项目采用保证担保方式代替质量保证金缴存、建筑师负责制、企业注册“集中登记场所管理”制度等案例,进一步降低了投资门槛,简化了审批程序,减少了办事费用,加强了诚信体系建设。

  中央改革办督察组对大连片区进行专项督察时,对大连片区一年来在制度创新等方面取得的成绩给予了高度评价。

  普华永道咨询公司针对大连片区开展的第三方评估认为,大连片区揭牌一年多来,充分发挥了创新排头兵和改革“试验田”的作用,现已初步建成开放度较高、投资贸易便利、监管高效和法治环境规范的自贸园区。

  在大连片区,随着创新制度不断推出,新产业新业态快速发展,冷链物流规模持续增长,现代服务业加速聚集,跨境电商实现集群发展,一些大型国企总部落地,外资企业投资潜力进一步释放。 今年上半年,大连片区新增注册企业3717户,占辽宁自贸试验区新入驻企业总数的47%以上;新增外资企业46户,占辽宁自贸试验区新入驻外资企业总数的42%以上。
